If he manually attempts to claim the video, the re-uploader can just appeal the claim and continue to make revenue from it until harb pursues legal action. That's expensive, time consuming & if he was somehow considered to be in the wrong for claiming the video then that could be held against his channel's standing for all his other content. Punishing twitch re-uploads is difficult because usually the claim system here is anticipating that you are going to point to your upload on UA-cam that predates the re-upload, but most re-uploads of twitch content are up on UA-cam before the creator's channels themselves upload it. I think this is why they are so prevalent and how they get past a lot of 'manual' reviews unscathed. Even if harb claims the video & the claim is successful through some miracle of the 'manual' review system actually working for once, he only gets the revenue from when he made the claim, i.e. after all the initial traffic/revenue the video got that even brought it to his attention in the first place. It is absolutely up to the community to speak up for Harb and express that he doesn't want his games reuploaded & make sure viewers of the re-uploads know that the content will be available from Harb himself & that all this is against his will. Expecting him to be able to chase down every re-upload that might gain traction, claim it in advance & then jump through all the hoops and paperwork to get his claim validated and enforced for every re-upload is absurd.
