you can get volcanian by going to port decca, go to the cooking house, do as the lady says, she gives you meal, go to briber city, give meal to punchy rock guy, and he opens secret passage to volcanian!

Think go to use surf at rosecove and find a little sand island near kyogre cave (or lugia idk) and a guy will gibe good rod witch gives you better chance for good magickarp. And i got white one with it ultra rare :)
