For an actual harddrive, i'd just make a belt that loops around itself with a counter that reads how many items are on the belt, seperated by another item as a partition. For instance, 16 steel plates, 1 copper plate, 16 steel plates, 1 copper plate etc.
Then on the opposite side you have a grabber that removes steel plates on command, altering the values. You might need to think of a way to stop the belt for that, or use a very slow belt, but what you're left with is a belt that reads , for instance, 16 steel plates, 1 copper plate, 8 steel plates, 1 copper plate etc.

Good idea, next iteration of the Matrix can generate increasingly complex mazes of waterfill that the Biters have to navigate
