Sadly, no. The anthem of the Panem in the TBOSAS is Gem of Panem, completely different from Horn of Plenty.

i think it was heard once or twice but seeming that there was no cornucopia yet it seemed kind of ironic since in the lyrics it said oh horn of plenty which is cornucopia

Hello, from 5:06 to the end, it's the same track coming from the Recording sessions album of the first film, it's the track 6 named "1m5s Propaganda Film".
