It was said that you would destroy the role players not join them. You were to bring balance to warcraft legacies, not leave it in darkness.
This is why they need to have the 24th Race be the Satyrs because they would be the most versatile as they could join the Illidari, Burning Legion, Old Gods or possibly even the Night Elves team if they get a redeemed path. Also the Mogu could work as the 24th race to make another team group with the Zandalari instead of them being a part of the Horde team and they could always give them a path to convince them to join the Horde as Rajani if they are losing or they could just betray the Zandalari to be solo and lastly they could join the Undead if they split from the Burning Legion team if they decide to give them the Zian-Ti Necromancer route.
They could be made into a Shadow Council faction, like a CotD but on Kalimdor, since by the time of WoW the Shadow Council was basically a cult of satyrs, rogue orcs and demons.

Just out of curiosity does the tomb of sargaras have any special interactions with any race?
If Alliance controls cp inside the tomb - you can get Medihv. If Fel horde controls it - smth like Guldan's legacy upgrade. Basically lets you get magic resistance on all units. Next to tomb for Twillight you can get a thunderfury. Night elf has an event base there. I think that's about that. And of course Eye of Sargeras + lore for any of the races is a lore interaction itself
