My temptation is to go on at length about how important everything that happened is, that the plot can move forward through things other than action, and how character and technological development and surprise were the main things that occurred, and finally what happened here was what actually did happen. But I will only say a little.
The character Takt was actually introduced at this point in the novels. There was a whole lot about monsters and musical ability, that Raphael reproduced Rimuru's memories about music and music theory, that the instruments came from Clayman's castle. Benimaru wasn't surprised at Shuna and Shion's talent. In episode 12 this season iirc Shion seemed to be planning a presentation and Rimuru worried it would be food related. So did all the reactors I saw. It was really hard to not say, "Wrong!" Lol.
The main part of the tech exhibit was the realization that magicules change some objects and then those objects can be healed by potions.
They aren't introducing the train idea the way they did in the LN. The roads were built with rails already in mind. What they did leave out was the projector device. Also not only did Tempest introduce a new research topic to the world, it also happens to be that Tempest is the best environment to conduct that research.
Overall, the episode reveals that Tempest's power lies in many areas. Military might is just the start.
Also Rimuru's people are revealing their best sides, how they are all growing.
The music and Luminus' reaction to it are the trigger for some later events. The monetary situation is a significant problem. Tempest wasn't unprepared; the contracts that were signed before the festival said other forms of payment would be accepted. It's even customary. Now the minor merchants are going back on that, insisting that Tempest follow international rules they haven't signed onto. Rimuru didn't tell everyone not to worry about it permanently. He just wants them to not worry about it that night. He always looks for the silver lining and encourages his people do what they can, not to feel doom.
