    The massive coil whine is what's concerning here, this has to be a hardware issue rather than software.

      Coil whine is some what common. I had a ton of brand new cards with coil whine and the manufacturers never would do much about it. Although gigabyte is trash

      My bet is that one of the onboard fuses or MOSFETs are bad. It's probably only pulling power from 2 PCIe connectors, thus it can't scale up to full power. I'd be interested to know if you tried the FUSION OC scan tool at all.

      Definitely a feature. You also spend less on electricity, and since energy costs are through the roof, Giga-Chad are doing us all a favor by writing 6950 XT on the card but have it perform like a 6800 non XT.
      You get the E-Peen status of having a monster GPU without having to pay $100 a month in electricity. We all win!!!!

    I'm so glad you've stumbled on this issue. Imagine being a regular consumer and getting a kneecapped card, no doubt Gigabyte would just tell you to pound sand. Keep on the heat, that's a lot of money to pay to not get full performance.

    I know why this card is drawing 290 wats.
    It's because it's a 6800XT that sneaked quality control and became a 6950. 🥴.

    Hi Dawid, Gigabyte (Aorus) 6900XT owner here, Noticed similar low power draw with mine (300W), In the end I just used a little application called 'More power tool' to override the limits and was able to get it to go all the way up to 380W.

      he made big mistake, you can't measure the power of AMD cards using software only
      and you will burn your card soon while it use more than 450W

      in March i finally get my Gigabyte 3060 Eagle, the sound of coil whine so bad, the build quality so bad because when i take my 3060 on my hand the body sound "kwerk krekk", and last the LED on my card so weird , i think my LED is leaking because some color blend randomly
      feel so bad, now i change my card to colorful, and no problem happening like in my Gigabyte

    I had a 1080 Ti from Gigabyte and it went into flames in my case 4 months after the launch of the 30 series from Nvidia. No cards were available at non-stupid price so I had to fall back to my RX 480 8 Gb from MSI. I could be stuck with a lot worse but I'll never buy another graphics card from Gigabyte, NEVER. It's been more than 1 year and it still hurts, damnit. I'm glad my RX 480 is still a trooper, I still max out some games at 1440p but its days are counted. It's been overclocked for more than 5 years. It will celebrate its 6th birthday this summer. One hell of a graphics card I tell you. Best PC purchase ever.

      My Strix RX480 is plugging along nicely.
      Sapphire 590 and 6700 also have worked great for me, so I'm only buying those companies cards in the future.

      I have one gtx970 with completely burned hole through PCB, also Gigabyte card. And it wouldn't be nothing special to talk about, mosfets die and sometimes card end up like that (decent brands will include fuses on board to prevent that but that's another story). Problem was that that was not main power line, you can expect something like that on Vcore but in this case problem was on f. logic 5V rail, rail that have maybe 100mAh draw and it's cool and not under any pressure (most card from that era use simple linear voltage regulators anyway for it).
      But Gigabyte find a way to screw even that up and use obvious reject parts

    1: I follow Techtesters for few years now. Very different presentation to your channel for sure, but she is pretty awesome and one of few tech channels I follow.
    2. Three things come to mind as for possible realistic reasons for this eh situation. a) Bad card. b) bad cables. c) bad capacitors.

      It can't be the cables, he swapped out power supplies AND mainboards. Literally the only thing that was the same was the graphics card.

      its either bad caps or bad power delivery components (chokes, inductors, etc.). If it was a bad card, then its questionable how it ran consistently with same results. Bad cables have already been ruled out, as dave replaced every single component in the test bed, even power supply cables.

    They send out 390w review samples to make the card look good on reviews then send the retail cards out limited to 290w to reduce heat and RMA. They accidentally sent you retail unit and 7 people at gigabutt are now under investigation for screwing up their evil plan.

      The fact that majority of us stress test our new builds and monitor temps and power draw during it… it’s rather impossible to get away with that! That’s a massive lawsuit waiting to happen!

      I realize this is probably sarcasm, but in case it's not, they publish the specs for the card and a line-topping card is going to attract some serious enthusiasts who are going to take mere minutes to spot the problem. It's not like it's remotely difficult to know how much power your video card is drawing in 2022. There's definitely something wrong with that card, as another person pointed out probably failed mosfets. When he increased the power limit to 120% it should have drawn about 58 more watts. In reality, he was only drawing an additional 14 or 15 additional watts, so something is broken in that card. I'm just wondering why Gigabyte didn't just suggest this immediately after ruling out configuration and setup issues and offer to swap out the card. Sure, they might screw around with average customers, but they know this card is part being reviewed by somebody who is going to sell T shirts with whatever he names their card printed on them.

      +/- it's a pretty big possibility, that 390w on Gygabyte just go on fire, or just unstable and they downwolted retail version to 290w

    I recently had a stunningly similarly bad experience with their Waterforce X 360 AIO: after 2 weeks of firmware (via SD Card) and software (Fusion RGB) updates, including using different USB cables and motherboards / OS installations, I could not get the screen to display anything other than the stock startup image. For a premium, high-end custom LCD AIO that I wanted to use to display temps, this was the last straw. I don't know what's going on over there, but all the support I got was terrible and they clearly either did not read what I had written or did not care. I never got it to work (I have over 20 years in PC sales and service, repair, build and upgrade experience) and returned it, along with a 3080 Waterforce GPU and a Z590 mobo. I really wanted Gigabyte to pull through, but they forced me to go back to ASUS. Say what you will about Armoury Crate, but it actually works with their own products and doesn't require weeks of QA testing on my part to make their ecosystem work. This was a client build and I nearly lost a significant custom build sale over it. They wasted my time and money for the final time.

      my 6900xt waterforce card has some weird T-Junction issues and other performance related BS, however, when it does behave it's a highly capable high performing card. When I first got it I bought 3dmark and got the card into the top 25 for port royal, on WC alone. it's a highly capable card, however it's very temperamental. but over all my issues with gigabyte just haven't subsided and it is what it is. they make a few good products and a few products you might wish were better.

      I always only buy ASUS, they are always very nice and their products are well priced and perform very well! If there is a problem they will instantly try to help you figure out what's wrong, KEEP IT UP ASUS!

      @@lnfinyx Ironically, the ROG Strix lineup from Asus is almost always more expensive than all the other brands, doesn't matter if its mobo or GPU. However, it seems like you pay a little more for a lot more stability and higher quality hardware components.

      My own experience with gigabyte is just a couple of motherboards and those seem quite solid at least? At this point tho I would be wary of any of their other products after reading about so many issues there..

    That type of data being requested by a contact and HQ suggests something is very wrong somewhere. I'm guessing they'll be setting up a bunch of cards with the same configurations to test stuff on.

      @@MandoMTL If there is no underlying hardware flaw I can see a BIOS update in the future to fix the issue. A bit like with the RX 580 where they managed to stay in PCIe specs by loading the rails differently, done through an update, at no performance cost.

    I’m really surprised Gigabyte hasn’t just sent out a new card and had Dawid return that one. He’s literally already done all the troubleshooting. Doesn’t make me confident as a consumer that if a popular tech reviewer can’t get good customer service on a product the company literally sent to be reviewed, what chance do regular buyers have?

      good eye, if the computer thinks its a RX 6600 it could be following normal procedure for the RX 6600 and not the RX 6950 xt.

    6900XTXH owner here.
    Enable ReBAR, try to overclock your card running SuperPosition (this should trigger other "state" - that is diferent from gaming), check for changes.
    Keep in mind that overclock (Core) add voltage by itself - similar to how Vega56/64 work.
    If this fails, increase voltage offset via MSI AF (voltage reading may not be possible/wrong - power should Change regardless)
    If you ever get to read this comment, say something.
    "Core" voltage have implications on Mem. Voltage too - or so we think (XTXH variant have Mem clock unlocked)

      I would just check the power limit. Raising that should give the card the headroom to clock higher.

    I do commend GB for sending you the card and corresponding with you somewhat openly thus far. The four day wait isn't pleasing, but in corporate world time that isn't terribly long or drama inducing just yet. I hope to see some kind of meaningful resolution.

    290W on the reporting means the card is using a total of 340-350W. The reporting in the top left you see, the software reading is GPU power only. Not GPU + VRM losses + VRAM.
    Your 6950 XT used 340-350W in testing.

      hmmm I've had some issues with gigabyte in the past but only really one actual brick (An aorus card that wouldn't stay stable). Other than that, i've had good luck. One had a wire that I had to push down that was getting hit by a fan xD that was a bit silly.
      My current card is a 6900 xt windforce and it's running pretty well for the most part.

    Software reported power on AMD cards is Core only, not total board power. My (reference) 6900xt shows 255w for example. You need to measure power with a PCAT or similar type device to see total board power on AMD cards, which will give you the 380w figure.

      ​@@photonboy999 I mean its not massively behind, and at 1440p i would expect it to be about the same as the nvidia card, on average, across a number of games. Also, i dont know if that watercooled 90Ti is perhaps going to perform better than a reference card, giving it the edge? However its possible Dawids maybe gone off down a rabbit hole trying to troubleshoot the power issue that wasnt actually an issue, and as a result hasnt spent time looking for the real problem.

    I've owned numerous gigabyte products over the years and have had mostly positive experiences but recently had to replace a z390ud mobo because it wouldn't allow me to enter bios, was really strange, i tried all the usual suspects but even after full reflash and cmos battery replacement lol it would lockup every time. Replaced with an msi mortar and haven't had any issues.

      Audio died on my B560 Aorus so replaced it with a Z590 Gaming X...which the LAN died on. I now have an MSI Carbon Wifi and it hasn't died yet....yay!

    This happened to me. Got a new 6950 XT. Ran a few benchmarks and played a few games. Then i started tinkering in the driver and the card got stuck in 290w mode as in the video and performance went down hard. But after resetting everything and starting over setting power limit to +20% performance was back and the card was sucking down 340w. 🤷‍♀😁

    Hey there, wanted to mention i had a 6900xt Sapphire Toxic liquid cooled card rated at 400watts, that only pulled 290 watts, and was extremely inconsistent in gaming perfomance, with frequent stutters in most games. After 1 month of troubleshooting, the only way to increase power usage was using third party software, and even then it was still inconsistent ingame... I sold said card, bought a 10gb 3080, and virtually everything runs perfectly now🙃. AMD sort of lost my trust with their GPU's as I've read that many others had similar power consumption issues, or even stuttering issues.

    when you show the temps on your softawre, it Show "RX 6600" for your 6950xt, the problem seems to be with one of the component of the card if Gigabyte used a 6600 component (if it is the real temp of the card on your screen and not a screen fro manother card)

      The only component that will identify as a 6600 is the GPU of the 6600. And that is not the case.

      I guess it identifies as "RX 6600 family", like their cards tend to do. I still have an old HD 7770 here, that calls itself "HD 7700 series", despite there also being a HD 7730, 7750 and 7790, all with quite substantial differences in performance to each other.

    Seems like they under planned the power delivery system, most of brands use mutiple supliers of the same components to increase suply, probly one of the supliers didn't meet demand for the PD of the card and it now it phisicly can't reach its full potential

    Last week I picked up a Gigabyte 6900xt Gaming OC card. I was getting repeated "Wattman" crash errors in games (Defaut OC/lastest firmware, bios etc.) and also a low power draw. Note - I was running 3x pcie power cables and not pig-tails off of my Corsair RX1000w.
    With that all being said, it eventually lead to hard freezes and artifacting. Elden Ring would freeze within 5sec of loading into the world with black squares popping up all over the screen and Overwatch/Mafia 1 remake was crashing with long white lines appearing on the screen.
    I returned the card, WONT buy Gigabyte again because I am guessing that the GPUS got the same special treatment as the failing PSUs and I picked up a gem - XFX 6900xt Speedster Black with no issues.

      That's not how this works. It's the same damn chip i.e. navi 21. It'll consume as much power as you feed it. Gigabyte messed up somewhere in the board design.

    I had an RX 6600 XT Gaming OC from Gigabyte and it was also a nightmare. It had an insanely bad stuttering problem and I did everything you did in this video and more to fix it and nothing worked. I concluded that I just got a really bad "silicon" and sent it back to the store and they gave me my money back after testing. After all I had been through, I just came to the conclusion that AMD has a lot of problems with their software and you needed to do a lot of tweaks to make their GPU work correctly, so in the end, I put some more money in to get an RTX 3060 TI and I couldn't be happier.
    It was my first AMD GPU, so, I don't know if my experience was bad because of them or GIgabyte, but in the future, if I don't hear anything about their software getting better (I had a lot of problems with SAM and other things), I'll probably stay with NVIDIA.
    The RX 6600 XT had a great performance BTW. Only the constant stutterings were a no-no for me. 1% lows were in the 7 to 13 fps range, making it impossible to have smooth gameplay.

    Since were with TechPowerUp already, they also have a BIOS Database (where you can even look at stuff like clock speed and Power limit handily next to the downloadable file) and uploaded their 2 BIOS' of this card and both show a max TDP of 289W for 0D62 (Quiet) and 0D63 (Default)
    Unless i missed something it really appears as if 289W is intended... No that can't be when 380W versions exist... Perhaps there's different revisions? Could you get in touch with all the reviewers you mentioned and ask them to look at differences in numbers etc. on their PCBs vs. yours? Maybe that'll show something?
    I also looked at some retailers and none of them were given TDP numbers (at this point in time) which is also unfortunate since other brands like Powercolor and Sapphire clearly state them.
    That also brought me to the Xtreme Waterforce edition of the 6950XT, we should compare it's BIOS and Power limit too, i'll do that right now. Edit: Nope Couldn't find anything about the Waterblock version yet...
    Also about the drivers i'm not so sure if downgrading is the best idea here since only the latest WHQL version officially supports the xx50 refresh.

      I'm just guessing here that the 380W version is the "review model" and the 290W one is the retail model.
      Looking at techpowerup 289W is indeed the limit set in both BIOS they have archived there.
      And while at it I looked at the 5 GB RX 570 models for someone in a different comment, and they have that card set to 90W, while most other cards are running 120-125W
      I mean, I would have no issue if they make it a less power hungry model, but they have to declare that properly. Having a full power space heater model, and a more efficiency focused one isn't a bad idea. But saying one thing and doing the other is just bad.

    Why *TF* does it say 'GPU [#1]: AMD Radeon RX 6600'? Is this a mistake made by Dawid or might Gigabyte just have straight up scammed you? lmao
    To add is as well that the GPU MHz speed is more in the range of the RX 6600 XT, than the RX 6950 XT. It says on AMD site that the *MAXIMUM* speed for the GPU is '2310 MHz'. Looking at f. e. the GPU speed at 1:20 it says '2483 MHz'. Which is, as mentioned before, more in the RX 6600 XT's range '2359 MHz - 2589 MHz'. Kinda strange, isn't it?
    Same goes in all the other game footage, correct me if wrong. But it seems they might have shipped the wrong card with the wrong firmware?

    I undervolted mine in the settings, turned off variable refresh, turned off freesync, set to 60 hz, and runs amazingly well now at 4k60.

    You are supposed to use a Power Measurement Device, not use MSI Afterburner for the wattage draw. Not to mention that if the card is drawing 290 watts from the PCIE power cables it is also drawing 75 watts from the PCIE slot. so add 290 plus 75 gets you an estimated 365 watts. and if you raise the power limit you get around 375 watts.

      That would make sense if performance wasn't impacted, which it is, and if there wasn't another case of it throwing up a max of 290w despite the card in another test showing 390w.
      Not to be a sarcastic prick but outside of a case of Schrodingers' wattage, seems more likely to be a manufacturers problem when they don't even know what's up, and didn't just say what you did. If 300+ through MSI Afterburner isn't in spec even under overclock then I doubt Gigabyte would need more than an hour to reply unless they're just really shit at CS.

    Gigabyte cheaping out on power delivery on their graphics cards? Never! It's not like they've ever underspecced components before. It was perfectly normal to put an underrated SMD fuse on their GTX 1070's that would blow at 101% power draw rendering the card useless and needing warranty repair... twice.

    AMD cards don't report the power they are really using. Make sure your not compairing your results to people with HARDWARE readouts from Clamps and the like. For example the 6900XT reports 255W power when its actually drawing about 300W

      That's right, but it doesn't explain the problem, since there are other RX 6950 XT for comparison, where the consumption is displayed up to about 400 watts. With the 6950 XT you have to add about 30%. However, this gigabyte card is stuck at 280 watts (+ approx. 30% in real). Something is wrong with the input supply. Unfortunately, this cannot be measured exactly with AMD, since there is no complete measurement control of the individual parts, as with Nvidia Cards.

    I sold my soul to AMD 10 years ago, and to me, anything else than Sapphire for AMD gpu's has never been an option. Their quality and performance never fail. I've never trust any of the other manufacturers. Gigabyte makes decent mobo's for Intel tho.. i guess..

    I was having this exact same issue on my RX 6950 XT Nitro+. Hard stuck on 290 watts. Turning V-sync off in games fixed the issue for me. Now I get 350/360 watt usage and A LOT more fps. V-sync seems to severely limit the card

    It sounds like there's a problem with power delivery and it's probaby a hardware fault on the GPU PCB. You could still try daisy chain 2 different output PCIe PSU cables into a PSU adapter cable and do this for all of the GPU power slots. Fixed a similar issue for me once.

    Gigabyte tends to drop the ball quite often. With Bios updates/Driver updates/Support issues, GPU failure issues/Motherboard failure issues. I tend to not have very much luck when it comes to their products.

    Your card is normal(ish). As several people have already correctly stated that 390w figure is the PCI lane and power cable draw combined. I went back and watched GN's review of the Sapphire card and when Steve shows the power graph he states it's the PCI lane and cable draw combined (377W).

    I noticed that at 3:40, you were using the pigtail of the 2nd PCIE cable and I read somewhere that each cable only delivers 150W. I can't really tell either way because of the angle of the camera, but that might just be a hunch especially if the 3090 Ti worked with the first PSU

    My Strix 6800 XT draws more power than that Gigabyte 6950 XT lol. Could it be that maybe that's a regular 6900XT and they labeled it as a 6950XT, by mistake maybe? I don't know if that's possible but it is weird.

      @@CarbonPanther yeah, that is weird! Probably some weird hardware issue. If the BIOS isn't compatible, it just won't flash. If it did for some reason when it shouldn't have I imagine it would just start crashing under load.

    Had an issue with the 6900xt I received last week direct from AMD. For the hour the card worked before suddenly dying and causing the system to be unable to post, performance seemed lower than my 1080ti. When asking AMD for a refund on the product, they insisted on replacing it with a refurbished model. Ended up having to badger them a week to get them to approve processing a refund on the card and even then I had to ship it back at my expense. Now I'm just waiting for them to refund the card so I'll only be out the $40 spent returning it, rather than the $1120 I'm out now.

    If your running the card on pci express 3.0 instead of 4.0 that could be why the card is stuck at a lower power draw. Check your motherboard.

    Whoever owned a lot of hardware knows there are problems with all brands on the market. No brand has a 0 problem history. But yes gigabyte seem to have more problems then others but at least the support in Germany/Austria is great. I have had bios problems with asus, msi and gigabyte. Funny enough the most stable bios of recent years had AsRock if only they knew what VRMs are. GPU problems I have had with asus and evga. From scratched 3090 strix to load balancing on the FTW3.

      This is the correct opinion.
      I bet you can find people in this very comment section complain about all big 4 Mobo brands, telling each other how bad their specific quality is, and somehow all of them will think they're right at the same time.

    laughs with my 510w 3090ti, my guess is the ol' reviewer vs retail switcheroo.. Not unheard of, reviewers will get special binned cards that will perform way above spec to make themselves look good, while the retail card gets a little bit of a gimp (they dont have to bin retail cards, save for the Aorus Extreme line) Ill bet if you got the Aorus version of that card, it would perform as its supposed to.. and you were sent a retail card by "accident"

      woah! That would be wild if true... What buyer would really take it out the box and test it's power draw to see if it's pulling what it's supposed to? Very few!

    I had so many issues with Gigabyte products since 2014 that I swore on bible to never ever get anything from them even if it's 99% Discount.

    Dawid, what you're failing to realise is this card isn't meant for gaming, its created specifically to mine crypto. I very much expect the drop in voltage won't effect the hash rate and using less power in this instance is exactly what the people buying it want.
    Still knowing gigabyte for its quality hardware the drop in voltage is probably deliberate to stop the card randomly exploding, due to poor quality power distribution (like their PSU's) which they certainly won't admit too ever.

    That insane coil wine is very concerning.
    From my experience I’ve always found cards produce wine when there being used at very low loads and the wine goes away when cards are pushed hard.

      I mean they produce coil whine when pumping out too many useless frame like upwards of 1000 fps.

    I bought a GTX 980 ti for $60 on Facebook and it had artifacts. I that I thought was at a loss but I did the heat trick on it. But I didn't have a heat gun so I use the stove and put it 7 inches away from the stove 2 times. Then it somewhat works in safe mode so update and it fixes it woow good card for $60 I'm so happy.

    you made big mistake here while you think you can see all power consumption from AMD cards using software only.
    you can use totall power draw method for easiest way, or ask how measure power of AMD cards 😅

    My Gigabyte 3070 OC which shared a lot of design elements, cooler and power delivery components as your 6950xt had an identical power and performance problem. We couldn't fix it. This is a gigabyte problem.
    I bought mine from CanadaComputers btw. This might be a batch issue.

    Sadly Gigabyte have a long story of malfunction issues... Recently i had a Z690 mainboard and their ram issues droves me crazy... 3 RMA! Then the Fusion 2.0 is broken and never fixed... Exploding PSU (luckely i not had a Gigabyte PSU)... So sad... Gigabyte need to get better.
