Homemade chocolate popsicles recipe

Ingredients :
Fresh Milk : 600ml
Cocoa powder : 2 table spoons
corn flour : 1 table spoon
Sugar : 1/3cup or as per ur taste

I used 200ml cream and rest milk. But thr texture of the popsicles is a bit gummy. Why is this? Should i have used less cornstarch? What is the reason? Also after heating it was very thick. Like pudding
