I’ll never forget going to an open house for a buddy of mine when he graduated college.
Group of us were sitting downstairs with Freak on a Leash playing. One of my other friends could imitate that section near perfectly, and was in the middle of doing so when some neighbors came down to say hi and congratulate my friend.

It takes a special kind of talent to masterfully blend two wildly different genres with completely opposite tones. One song is supposed to feel dirty and uncomfortable, the other smooth and relaxing.
I used to think mashups were a lower, lazy form of music making and not very impressive, but as I listened to more people like Bill and others I started to realize how much skill and talent taking two different things and putting them together and making them work like they were intended to be a single piece all along. I am here for all the beautiful Frankenstein monsters. It’s always a fun ride.

Mash up is one of my favorite music genres, mostly because of how it pushes on the boundaries of copyright laws.

As a musician, enthusiast, and lover of all music genres, I also like this. It shows the beauty and unity of all music! Even more, we all know music brings people together!
I wouldn't even say it's specifically Mash-up. Musicians have been sampling from other musicians for decades. People have been doing some form of Mash-up songs for decades. In the case of most of these musicians who have their songs sampled with mash-ups, it really doesn't harm the original composer and can even help them to sell more of their product.

Fun fact (just in case you never knew): The band Korn actually loves Bob Marley. There's a (or was) huge poster of Bob in their tour bus.

Key signature and tempo. I saw Bill McClintock say it in an interview. The beauty of the mashup comes as much (or maybe more?) from the musical savvy to find compatible songs as it does from painstaking edits.
Pitch shift & time stretch play a large part
This case is relatively easy: Jonathan Davis' stuttering vocals are a perfect mash with Could you be loved's intro guitar riff.
Bill surely happened to hear them at short distance and began building his mix above that
