There is nothing original that Babu Owino has said here. He is picking everything from the Auditor General's report. The report is before National Assembly for debate, adoption and recommendations to DCI for investigations for criminal culpability. It is the DCI who will investigate further and link individuals to offences and forward the file to DPP for prosection. Babu Owino is just playing politics here. He should prepare for the debate on the report and lobby his colleagues on the Majority side for support. Without that, then the report will just gather dust in Parliament.

National Assembly has no mandate to impeach a Governor. To impeach a Governor, the process must begin with County Assembly. Then it heads to Senate, where it is finalized, either in the affirmative or negative.

This is an Auditor General's report and it is before National Assembly for debate. It is a public document. Parliament will debate it, then most likely adopt it and make further recommendations, most likely to DCI to investigate, bring out the criminal aspect and identify culpable parties after which DCI will forward the file to DPP for prosecutions. Hivyo ndivyo inaendanga. No panya routes in the process.
And there is no offence on the part of any Kenyan being after a public office. No one holds a title deed to a public office. Anyone can aspire to be a Governor.

Who is Babu Owino to discuss integrity. He is a criminal who got away with attempted murder. This is very sad to see such a person given the time of day to address such matters. People have been arrested and condemned in prison for petty crimes yet he is there infront of cameras basically a show of "nothing can be done to me." They play their politics "well" and compromise MCAs, who are collectively responsible for initiating and carrying the impeachment process. Senators only come in after MCAs have impeached their Governor.
Impeachment is a political process. All a crooked governor has to do is to compromise the majority of MCAs after which he can steal as much as he wants without any fear of impeachment.

Auditor General's report is tabled in National Assembly and is debated during which person's mentioned in adverse light may be summoned to explain a few things under "right of reply" principle. At the end of that debate, then Parliament might adopt the Auditor General's report and make recommendations for investigations to DCI. Upon completion of investigations by DCI, the the file will be forwarded to DPP for Prosecution. Na hapo ndipo kunakuwanga na kizungu mkuti. That office is well known for bungling prosecutions so as to allow culprits to walk away free.
So your bringing in of Sifuna into the issue is baseless. Even Babu Owino is jumping the gun. He should be preparing himself well for the parliamentary process ahead to ensure adoption of the report. Parliamentary processes are political and not legal processes.

It has to be tested through a debate in Parliament, and where there is an indicator of criminality, recommendations s are made to DCI to investigate and identify criminal elements for prosecutions. What's the point of running around with the report before he does the very minimum expected of him as a parliamentarian? Making noise may be good for politics but for effectiveness, he ought to follow the process right through.

But here Babu Owino is just playing politics. Once the AG's report has been tabled in Parliament, the next step is to debate and summon all adversely mentioned person's to exercise their "right of reply". And Parliament has to adopt the report. It is a political and not a legal process. He must convince his colleagues on the majority side to support and vote for the report. Upon adoption, the Parliament instructs DCI to investigate the case and foreward a report to DPP to prosecute. It is in that office where most cases are bungled to let the culprits go scot free.
Here, Babu is just politicking. He should prepare for the parliamentary debate and lobby his colleagues.
