No, the Scud Race tracks are in all the versions of Outrun 2 for the Xbox (this is the UK version). However, the Japanese version's tracks have got some extra detail, that's missing in the other versions, that make them closer to the arcade version of Scud Race. OutRun's remakes of the Scud Race tracks aren't so hot. Shorter, lacking in color, fogging, and missing elements like the waterfalls and fires. Oh well at least we got to play them at home. Xbox should have been able to handle Model 3... I'm surprised Sumo Digital didn't deliver.
Some of the missing details from the arcade version were added back in to the Japanese version of Outrun 2, like the flames in the temple and the planes on the Beginner Night Stage, I actually do a full side-by-side comparison between both versions here: ua-cam.com/video/q3SqTa16kIE/v-deo.html I suspect the reason for the other graphical compromises were due to memory limitations. Unlike the Scud Race arcade machine that only had to contend with 4 stages and 5 different car models, Outrun 2 already had it's own 15 stages to contend with, the 4 Scud Race tracks and the 3 Daytona ones as well. Plus it had a considerably higher roster of cars and additional game modes (and the entire version of the original Outrun). TBH, I was just grateful to get any version of these tracks to be able to play at home, I really didn't mind that the graphical quality had been sacrificed a bit.

Mickael S The Easy, Medium and Hard stages of both Scud Race and Daytona USA 2 are combined into bonus stage 1 and bonus stage 2 respectively. You can't play the individual stages separately.

No probs. A softmodded original Xbox is what you want if you want to play the Japanese version of Outrun 2 if you're in a PAL region (I've got two and I've softmodded both of them). If you get a 360 you can play the game in HD, but you'll be limited to the PAL version of the game (unless you softmod the 360, which I believe is significantly harder an the OG system). There is a way to enable HD output on a softmodded original PAL Xbox, but I've never tried myself...
