I'd fast pump all the water out and then using two boats pull it away from the wall then tilt it back on its hull. No need for a crane or any of the hassle like that
Because a bunch of stupid amateurish clowns called River Canal Rescue [RCR] made an ill conceived, ill-considered attempt to winch a boat, already listing heavily to starboard with its port side chine caught and resting on the bridge pier foundation stones, off and clear of the bridge without having a clue about what they were doing or how to go about the job in the prevailing circumstances, . . ie. the correct rigging/attachment of the winch cables/wires so that the pull was from below the vessel's C of G and its Centre of Flotation. Speaking as a former commercial boat operator and a contractor approved and recommended for boat salvage and recovery work by British Waterways from back as long ago as the 1980's, it is my opinion that the owner(s) should formulate and make a claim against RCR for damages on the grounds of gross professional negligence and utter incompetence. Were the owner(s) to do so, I would be glad to assist them by providing my services FoC as an expert witness as to RCR's culpability for the vessel ending up as it did, . . a seriously damaged wreck in need of a complete re-fit.
