I think rule is
If president withdraw/withheld a previous order of enhence the pension then representation required bcz it will effect loss to employee

But in other hand "' president can be withheld pension in full "

If it is declared as Unauthorised absence then increment delayed by 1 day

You can apply for casual leave then no shifting of increment.
