Are you saying all the child seeds are backed up only on an SD card? What happens if that SD card stops working?

You can also back each child seed manually if you like.
If the SD stops working, you can either:
a) make a new backup from Passport
b) if you also lost access to Passport, just recover to a new device and regenerate any child keys.

Would that make the child account a hot wallet considering the phrase is on the device

The child seed can remain cold or be put into a hot wallet. How and where you apply each is completely up to you.
