If you nock down the reflections and fog quality then you're looking at a decent performance profile. Sureley enough for the 1070 to shoot past 60fps by a decent margin. 5 years ago the card cost 600 bucks, twice as much as a PS4 at the time, for just a card, even right now a 1070 is still 3 to 400 bucks , almost as much as the top of the line console right now, when you buy PC parts that are suppose to be good they should last much longer then the console variants, this game doesn't look that crazy good, and i have it on low settings 1080p, i would agree with you if everything was up to date and only gave us 60 fps.. so yes if i had my settings at 1440p on medium, and only got 60 fps, which would be the average for right now, then sure, but getting 45 fps on low settings and only 1080p is pretty pathetic for a 1070, this game just isnt optimized
