I had the same problem. Tried the valves like you did. It was the thermo switch. I ordered one but while waiting just bypassed it. That was a few years ago. New switch is still in the box lol. I really only use it for filling car tires these days so it’s not going to overheat filling up one cycle.
Which direction do you turn the cut-in/cut-out adjustment screw? Please and thank you! This video helped me to figure out what’s going on with my compressor.

I can't remember off the top of my head, I just did a bit of trial and error till I got it right
