CORRECTION at about 9:28 you say "provincial government," but it's "Provisional Government." That is the official name, as used in US Public Law 103-150. (I see you refer to it correctly later on)
The understanding of what "annexation" is here seems defined more in practical terms than in legal terms. The US Constitution, Article IV, Section 3, reads, “New States may be admitted by the Congress into this Union; but no new State shall be formed or erected within the Jurisdiction of any other State… without the Consent of the Legislatures of the States concerned…” By this metric, the US did not annex Hawaii. Consent of the legislatures concerned was never achieved (admitted in US Public Law 103-150). If we read FM 27-10 (The Law of Land Warfare), Chapter 6, we learn about the laws of occupation, and it describes exactly what happened in Honolulu, January 1893. Hawaii is under a prolonged military occupation, and the US is violating international humanitarian law by moving its citizens into an occupied nation (FM 27-10, Ch. 6, Sec. 3, #382; Geneva Convention, Art. 49).
