I accidentaly found your video. Yes you are right. Its not easy to find good used cars as long as they let those kind of used car dealers to operate. There are reputable used car dealers who will bend over backwards and give extra quaranties. Just keep away from the place in video and kadaka region.
That is the last place you should buy car at - that place is made for exports to russia and ukraine. Not for locals. And it is run by russians. You should buy car from local people.

Nobe is really interesting car with only 3 wheel and electric motor. Therefore pretty easy to maintain ☺
