I have an 87 and it seems to run great with the muffs on the bottom with water going to it, but when i put it in the water i give it throttle and it wants to die. I covered part of the carb intake and it will throttle all the way up. Is there supposed to be a cover over the intake part of carb?
I just recently replaced the crank seal on my 1989 evinrude 25, all last season I ran it with that same sneeze as yours. No longer is it there after the new seal!
Yeah I was thinking that was it, but I ran into some problems with the exhaust bolts all six of them broke off on me. No one wanted to tackle the job. Motor is in the barn. Got tired of messing with it and got me a new one.
After low speed needle adjustments I got it to run smoother. Enough to take it out on the water.
When you say crankshaft seal, do you mean upper seal under ignition points etc?
No the one on the bottom.

To remove lower seal power head has to be removed, tell tale signs oil or sludge on shaft etc

Can't remember I think so I no longer run this engine but I still have it in the barn. If I remember I'll look at it this evening after work.

No never did I think on this motor it was the crank seal causing it to loose pressure.

I'm looking for a kill switch assembly. Any chance you'd be willing to part this motor out?
Which gear case unit is on this outboard?
I guess I could part it out its not doing me any good just sitting out there. Gear case how would I be able to find that info for you?
What spring did you pull out and was it the crank shaft seal?
