Flowmeter connected to chilled water return ? What if flowmeter connected to chilled water supply? Any difference?

If you're in the Contracting business, then ask one of your suppliers that deals in instrumentation, otherwise check with a contractor that does HVAC and Instrumentation or Controls. Thanks for watching.
