UPDATE: I was able to get it working! I think I had to enter a PIN in order to activate the options. All good now. Thank you!!!!
None of these steps are possible for me. The option to toggle off "improved security...Windows Hello" is grayed out and togglable. There is no checkbox at all for "Users must enter a user name and password to use this computer." Has Windows patched this?

If I understand correctly, you want to disable the password for the local account.
You open - Settings, Accounts, then - Sign-in-options, click - Password and Change password.
Enter the old password, and leave the field where you need to enter a new password empty, Next.
The password request is disabled.

So I followed this and it worked. Until I switched users, because there's two of us using the pc. I have an administrator account, she has a standard account. When I switch back to my account windows is requiring my password! Then, it REQUIRES me to set up a PIN. Which means I have to repeat this procedure all over again... every time we change users! Microsoft is a joke!

Unpack the downloaded archive and double-click the Autologon64 file.
Enter your password and click the Enable button.
Click OK on the confirmation window and restart your computer.
