Thank you both for one of the best presentations that I have attended in some time,
One idea to finance recovery is to make payment based upon success like a tennis coach. The tennis coach gets part of the winnings and sponsorship money but coaches without other fees, so perhaps recovery could be paid for by giving providers a sensible tax of their patients' employment income.
The medical only model is definitely not working and is probably causing more harm than good.
