It would be very boring as an artist to write the same style songs for twenty years and if Billy is anything like me my life depends on growth and change both musically and spiritually or I will die.
Sorry to add this in also, if you listen closely you can hear the octave pedal tracking bad in a couple of parts. It makes an odd "warbling" kind of sound where the pitch shifts back and forth from the input octave to the pedal produced shifted octave. Thats why I figured its probably the Fender Blender. But it does make a nice chimey doubled kind of sound.

It's hard to discern exactly effect it could be, but the chime is most likely from a Fender Blender octave/Fuzz pedal. Corgan used that effect a good bit. It basically shifts the octave 1 step higher and also adds the fuzz effect. Nice pedal, originals are kind of hard to come by though.
His sound can be achieved through fuzz pedals octaves and some reverb. but mostly fuzz. lotta fuzz distortion and old amps like vintage vox or something like that I recomend you buy the Fender octave fuzz stop box. its all you'll really need

Billy and the Pumkins prove they are on another level. Seeing the Pumpkins live a few times was some of the best times I've ever had. It's like The Velvet Underground and the Doors had a baby and that baby sweated pure MDMA and musical orgasms through it's pores.
This was about the last point from the early/mid period of the band that he actually sang the vocal lines to songs properly. He spent the next 4 years screaming himself horse during most shows.
