I recently watched a video from Justin Gray that mentioned that the average loudness of -18 LUFs is not "absolutely" necessary, but rather the true peak is more important, and not be over -1, measuring on the Binaural and Stereo Fold-Down. I have been mixing some of my songs for fun in Atmos for a few months, and one of them does not have a significant change in dynamics. It is only 2 and a half minutes long, and for me to get to roughly -1 TP with the Stereo/Binaural measurement, I end up averaging around -17 LUFs with my fold-down settings set to 0db change, which is what I prefer for accurate translation between other devices.
I think it is odd to have an average loudness guideline, in which we have never had to account for in Stereo. Rumor also has it that some platforms will end up turning the mix up or down depending on the average loudness anyways. I know it isn't the same as Stereo, especially with the lack of limiting, but there has never been an average loudness guideline, and rather a necessity to keep the True Peak under -0.1 with limiting. As long as I don't go above -1 True Peak, why should I consider going to -18 LUFs for average loudness rather than True Peak? The only situation I could see where average loudness would be necessary is when people use Soundcheck on Apple Music, but even then I don't think Sound Check does a good job with getting all songs to be at the same level.
