He is there to serve and manage the ADMINISTRATION work which is limited to the people, gov policies, welfare departments etc. This ias officer is firstly using gov car for his personal use and secondly engaging in all kind of glamour world .. i agree he can have a private life n all but that has to remain 'private'not become his overall personality! And lastly as far as i know gov officers are not allowed to engage in any kind of private contract etc which he has surely done.

3. Not allowed to do business
