Inspectors already make huge amounts of money on kickbacks by finding something wrong, then recommending friends and family to fix it so that you can pass inspection. He found a new gimmick to exploit, but got careless. It got discovered when the city passed the bill to the property owner.
This is what happened to my city in Beaumont, CA. 7 elected officials went to prison for embezzlement in the millions over many many years. All private companies that won bids and were paid taxpayer monies were friends of the city council!

The problem is that if the new owner was not notified of the debt prior to his agreeing to buy the building - the city has no legal claim at all. Title transfer kills all prior debts that were not identified prior to sale. He will win in court

So he purchased the property from the city and after the sale, the city sends him the repair bill. Was this repair bill disclosed to the buyer before the sale closed? Almost certainly not. This is just like any other real estate transaction where the same laws would apply and the buyer can sue the seller for failure to disclose. The courts will almost certainly side with the buyer and throw the bill out.
I worked as an independent contractor for a city's code enforcement department for a few years there was a lot of corruption and dishonest contractors. The inspectors would hit certain properties over and over, trying to rack up a high bill so they could get the property and then sell it at auction. We would do the same properties and see other properties across the street that were in worse shape be overlooked because the inspectors knew the owner or the city already took the property. They would also write up properties for small offenses I remember once they had a picture of what looked like a broken branch on a concrete pad we looked all over for the branch it turned out it was only a stick on the sidewalk the inspector voomed in on it making it appear large.

Well if you look into other cases like auto repair just starting the work means you've done the work so you can't sue for no work done. It was from a case where a customer got their tires changed and as they drove away their wheel fell off because they hadn't tightened the lug nuts but the court ruled they had done the work.

The same thing is happening in Waterloo Iowa and Centerville Iowa. The city is working with inspectors and their favorite independent contractors to find and send bills to the struggling owners. I’m just buying a property in Norwich, England. Surveyor picked up on the flat roof extension. I got permission to do the work before I moved in. When the workers arrived they were horrified by the previous work done. Even the vendor and estate agents were shocked. The vendor promptly dropped the price of the house by £2000, with me happily picking up the last £1000. There are decent and honourable people out there.
isn't this simple contract law? If there are any contracted supplies, they are to the person who owned the building, when the work was done. There's no contract between the city authority and the current owner, so no obligation to pay. The city could chose to remove the new roof, but they would have to restore the building to it's former condition and those materials were long since thrown away.
In order for "simple contract law" to apply, a contract must be signed. In this case, the city must *AND* the person who owns the property must sign it. You can't force a contract upon a party that did *not* sign it, because if it did, then I could use it to force a contract upon you where you owe me a LOT of money, while I do virtually nothing in return. It seems to me what the city is doing is close to but not quite imminent domain.

Owner unknowingly charged with a violation, "contractor" overpaid with federal tax dollars to "fix" violation, owner then notified of bill for repairs. If not paid, city seizes property. This is what happens with no oversight. Every single tax payer in the country should be outraged. I am sure this is only the tip of the iceberg.

@paulaalbrecht2304 I agree. I know a guy that had a contract with the city to cut grass. He will cut the grass once send the pictures and get his money. He would send the same pictures over and over and not cut the grass he got caught. But this is were most of our wasted tax money is going to private contractors. Some of them are related to some county clerk or mayor somewhere too.

The same thing is happening in Waterloo Iowa and Centerville Iowa. The city is working with inspectors and their favorite independent contractors to find and send bills to the struggling owners. Bill to mow their lawn, of which a private contractor was picked by the city. Then they send you or leave you a stop notice or fix notice demanding you fix the shingles, the roof, siding of a house, an I er grown tree, and if your involved in construction doing e everything on your own with an anorexic budget .. they bill you for not finishing it on time! They know home owners don't have the money so that's how they take away property from the struggling home owners. A bill to protect home owners should be introduced to protect struggling home owners.
Great job for reporting this corruption. How in the wide world of sports is there a lien put on property owners for$100k when property owners did not call or request the work to be done. Good way to force more property owners to flee greater St. Luis.
They are trying the same with their new lead pipe enforcement. They claim your house has lead pipes so they can condemn it. They do offer help but its only through loans via city contractors.
Meanwhile they are taking money from the Biden program to fix the lead pipes ..

I’m just buying a property in Norwich, England. Surveyor picked up on the flat roof extension. I got permission to do the work before I moved in. When the workers arrived they were horrified by the previous work done. Even the vendor and estate agents were shocked. The vendor promptly dropped the price of the house by £2000, with me happily picking up the last £1000. There are decent and honourable people out there.

isn't this simple contract law? If there are any contracted supplies, they are to the person who owned the building, when the work was done. There's no contract between the city authority and the current owner, so no obligation to pay.
The city could chose to remove the new roof, but they would have to restore the building to it's former condition and those materials were long since thrown away.
In order for "simple contract law" to apply, a contract must be signed. In this case, the city must *AND* the person who owns the property must sign it. You can't force a contract upon a party that did *not* sign it, because if it did, then I could use it to force a contract upon you where you owe me a LOT of money, while I do virtually nothing in return.
It seems to me what the city is doing is close to but not quite imminent domain.

If the city failed to place a lien prior to the sale of the property then the city is out of luck. Any new work they could place a lien.

Sounds like a major company here in California offered me free repairs, when i asked them an item was my priority to fix first, they told me it was the last thing they would repair, i then knew it was a scamm to take my money, i felt so good when i kicked them out
