If you have the choke engaged, you shouldn't twist the throttle. the choke in this carb is really an enricher that bypasses the normal fuel flow path in the carburetor. opening the throttle negates the benefit of the choke.
I really lost touch to carburate my 250 smoker but its easy to get it back, just need to know with is the throttle cable and which is the air screw. It always needs just small tweaks to the air screw, 1/4 turns usually solve any problem.
