The female voice you hear is Ellen Foley (who had herself a few great hits I can recommend) but the vocalist you see in this clip is Carla DeVIto. Ellen Foley also appeared in the movie of the musical Hair, singing the song Black Boys.
The voice of the girl is actually the album vocals of Ellen Foley. Karla DeVito is a great singer but Ellen's vocals were legendary. Ellen had signed on to be on Night Court, so she couldn't do the tour. This promo video was done during rehearsals for the tour. Meat Loaf made a deal to show this promo before every showing of The Rocky Horror Picture Show, where he played Eddie. When he auditioned for The Rocky Horror Show play in LA, Richard O'Brien told him to not worry if he couldn't sing the words to Hot Patootie, since he wrote it and even he couldn't sing them. Meat Loaf just said, "I can sing them." and then proved it every night of the play's run as well as in the movie.
Thisbwas Meat Loaf's first album and I attribute a lot of the theatrical production to the album and these videos from 1977 to his performance in the Rocky Horror Picture Show in 1975.

I know I have told this story before - but there was a little hole in the wall bar my girlfriends and I frequented - they had a brick fireplace on one wall - we would sing this with glasses in hand, and throw them at the fireplace when it was over.
