      Gochugaru is exclusively made with dried Korean peppers- it's got a distinctive flavour, so ground Jalapeno wouldn't taste the same.
      Actually didn't know red Jalapenos were a thing, but a random Google search tells me Red Jalapeno powder can be anywhere from 5,000~20,000 Scoville Heat Units which would make it spicier than Gochugaru which is on average at a 5,000~8,000 SHU range.
      Spicy Gochugaru is made with the addition of spicier Korean peppers called Cheong-Yang peppers 청양고추. But still it caps at 10,000 SHU.
      The reason why Korean food feels so hot are the amounts used. Cayenne pepper is commonly called for in tsp or tbsp amounts. Gochugaru on the other hand, is quite liberally used by the scoop or handful(s)🤣!
