Lapsed permits are always a huge red flag. Usually, invariably, means that once real live quotes for the job came in the first time round, they were waaayyy higher than the clients thought. Either because they wouldn't listen or more usually, the architect didn't listen. Either way, it usually indicates there WILL be a mismatch between price and expectation.
Hey Scott, I have a solution to your drawer-lock problem. I had a similar setup in the back of my work vehicle, and from early-on, it would annoy me that I could hear the drawers moving backwards and forwards slightly, so I stuck a few pieces of foam right at the end of the drawer, so that when you closed the drawer, and it locked, it would have a slight bit of tension on the lock tabs, and instead of clunking back n forth, banging into the lock tabs, it would sit snuggly against the lock tabs.
In the UK, depending on the project, planning/project laps after 3 to 5 years - it easy with a golf course the people just need to dig a few holes and do some markings etc and thus permission does not laps until the project is finished, what is the limit and conditions you can do in NZ.
Very similar here in Sydney, Australia. In my council area you have 5yrs to make a start.. dig some footings then it's pretty much no time limit, however there are many other rules about upkeep, pest control, streetscape, etc.
My current clients uncle has the longest running planning job on my local councils books 43 years ago he started the work. There’s stuff that needs redoing. The scaffold boards have gone rotten but this old boy says it’s great it’s saved him £10000s in Council tax. He lives in a static caravan in the garage
Forgot to add, there's also a pile of child safety and earthquake cabinet latches but they're often kinda pricey, and the nice thing about a window latch is you can bump it open with your elbow if you've got your hands full.

Dig up some actuators to slide a pin to lock the drawers and hook into your door switch so when your tailgate is up, they unlock.
I'm looking forward to seeing how you solve the problem with your drawer - mine does exactly the same thing.

Or you could put foam on the rear door so that when you close it, it's touching the drawers and they won't be able to move in and out.
