Hi. I have a question and I hope you notice this. I’m planning on taking a CTO exam and is it a open book or a close book examination?
The Operator exams (radio and TV) are closed book. The purchase price for the reference/study book and includes the opportunity to take the exam. This page has more info:

Where would I start in the SBE? I am an audio engineer and looking to get into Broadcast Engineering doing sound?
Hello Tyree. Membership in the society is the usual first step.
We also offer the Certified Audio Engineer certification, which is tailored to the audio production side of broadcasting.

@@Bro_TD If you are an SBE member, you can view chapter rosters on the SBE website. The roster shows SBE certifications as well, so it's easy to see who holds the SBE Certified Audio Engineer (CEA).
Is it possible for people outside of the USA to sit the exams?
Yes. Submit your application to the SBE national office as usual.

The TV Operator exam has a book included with the fee.
Keep in mind, the SBE is based in the USA, so the technology, legal and regulatory elements are based on what is done in the USA.
