can this be done without a controller? at my work the patients have a communal PS4 and it needs resetting as passcode has been forgotten, the controller also works but not when plugged in and on safe mode?

I had this problem too. I just switched out the micro usb cord and it worked. Good luck. I hate PlayStation for making me work so hard to get this thing out of parental mode
