the delay and fps highly depend on your monitor's refresh rate, how much hertz does it support and wifi speed the issues you experienced are not the console's fault

how cause my tv is a 60hz tv and my wifi is telstra and is really close to my ps4 and I get a stable 55-60fps and 50-60fps when fighting. in creative though I somehow get like 65-70 for like 3 seconds and it happens most of the time. I have 0 ping too btw no ethernet
Series S, it's cheap, has tons more storage, quieter, faster in terms of performance (120 fps, which means a smooth 60 with no drops at any point in the game). But if I were you, get the PS5.
