Freud never appears because Snail never demands for his assistance in a battle, and you either taking out Snail in the mission beforehand or Snail just being Snail leads to him taking the fight personally. It’s even noted in the “regain control of the xylem” mission that there’s 6 Vespers attacking the ship, leaving 2 specific Vespers out in which those being Rusty because he was already presumed dead by Arquebus and Freud because he’s never there as he was either killed or he literally just does not care because there’s not a single thing that could give him a good fight

Hearing more of the fighting between Arquebus and the RLF would've been nice, especially since the Coral Warriors are among the most sympathetic characters and hearing them get wins after suffering through the whole game is really cathartic.
At first it seems like the RLF winning vs Arquebus is partly unwarranted due to the relics Arquebus got from Institute City, but with the Xylem being airborne, a critical threat, AND already needing a ton of forces to stop as shown in the briefing of Intercept the Corporate Forces, that's already a lot of that extra stolen firepower distracted from the ground.
