Considering that Vespers are damn flawed if it comes to their personality, his/arquebus high ups "brutish but effective" strategy was the thing for their success, I guess. And vesper being flawed is literally this: V.I: trigger happy V.III and V.IV: THAT AC PILOT IS A SPY! V.V: First sane one V.VI: Second sane one V.VII: Caught red-handed stealing money V.VIII: "Yay my superiors died, now I'll take their place!!"

"Never thought I'd be rubbing shoulders with the Liberator Of Rubicon." The beauty of this line is the multifaceted - as is typical of FromSoft - but the reason why I love it is because, were it not for Raven, Rusty would have been the one to take up that moniker.
Also read it as in this ending he can’t let himself be called the liberator given how much guilt he’s shouldering having to kill his comrades to maintain his cover for so long. Something that’s kind of interesting to note given the fires of raven ending he’s fully bought into the idea only he can save rubicon among everyone else which both speaks to how far his character has fallen in that path to see and hear him with his most embittered tone and begrudging respect for you and the fact the liberator ending doesn’t succeed without the collective action of everyone fighting against the corps. It took Rusty and Flatwell’s grand plan to outfit the front with Arquebus tech they’d been sitting on until the right moment and the collective action of every Rubiconian to decide to use them to fight to give raven and rusty one shot, in some cut dialogue we find out it takes Ziyi to pilot the Schneider AC we hear Rusty stealing, even the guy who gives you rlf missions was supposed to show up in this ending and fight the corps and made it even more clear how the rlf was wiping out all of the vespers during the mission, leaving nothing left of Arquebus on rubicon but snail and the forces dealing with the colony ship in the air. There is no one liberator in this ending but the collective whole wanting to push back against the oppression of the rubiconians and it took a pest of rubicon and the voice in their head to remind dying embers they can still burn bright.
