Regina was good at that time, so she would save snow white even if she knew that it would lead to Daniel's death. She would probably believe that she could keep an eye on snow white and prevent her telling about her and Daniel to her mother. Tho I think saving snow white wasn't the real reason for Regina to become evil. It was Cora killing Daniel. I believe Cora would know and kill him regardless of presence of snow white.

Cora was corrupted from the start. I didn't really like how writers gave her redemption in hell tho it's certainly the only place where she would have got it
