In terms of the direct impact on crime, Jones is likely overstating Tramp's First Step Act, since there is a ratio of ten to one, between state and federal inmates. Many new approaches to crime have been employed, in the last century, but crime has continued to rise, at least the heinousness instances of it, seems to have significantly increased. I suspect that federal inmates like many White opioid addicts have better lives to return to, once they get out of prison, or kick their habit. Whatever is being done to address that problem, may not have an impact on Black addicts. Rehabilitating inmates is only half of the solution, to crime, in terms of inmates. We must stop producing new ones. Many factors are involved in criminality, especially the recidivism rate associated with it. I believe there is a cultural factor that is being largely ignored, by all involved in solving the problems. If they are working in this area, I doubt it is being done, in as systematic a manner, as is needed. Enough is surely not being done, to stress to the public the widespread harm the ripple effect, the crime level and nature of it, has on the overall society. I'm of the opinion that the 'War on Poverty', has never been successful, because the people who received the help, were/are the main soldiers, in that war effort, and they are the ones, who must do the bulk of the fighting. They were never given marching order - what their specific role was. They were not made aware of the importance of the war, that it must be won, and what the consequences were, if the war was not won. This same approach is needed, for all the problems we face, as a nation, even for the common problems we face, as a specie. We would do ourselves well, to give ourselves a 'peace-dividend'. This is a message someone like Jones seems built to deliver, to the country, and the world.
