An interesting way to make the effect more convincing is to duplicate the layer to be shattered several times, and on each one apply the CC Pixel Polly effect with different grid spacing and different speed depending on the size (smaller pieces will have more speed than larger ones). With a little time adjusting the parameters and adding CC Force Motion Blur you can achieve good results.
Not that I'm aware. You could try adding the posterize time effect with an initial hold keyframe at a value equal to your comp's frame rate, then at the moment you want it frozen decrease it to a value of zero. I'm not sure if that would work or not, but it's worth trying.

Not with this effect. I would say just try keyframing the opacity of the layer.
