PM Paul Martin at closing press FMM conference Sept 2004

Prime Minister Paul Martin open the final press conference for the First Ministers Meeting on Health, in Ottawa on September 16, 2004. This was the announcement of the so-called health care "fix for a generation." Though Martin was derided as Mr. Dithers, both this agreement and the Kelowna Accord brought together national and territorial leaders united around a single cause.
