I have a Chevy Cruze as well but mine is a 1.8L engine. I had this exact same code 2 years ago. It was 2 things I had to replace: My canister purge solenoid and eventually my MAP sensor. Very easy fixes. I was only able to figure this out when my car started throwing other codes and showed symptoms of rough idling and sometimes stalling out completely. After replacing my MAP sensor, I never saw the code again.
In your video you say you took the cover off and fhe flap was torn. A intercooler hose doesnt have a flap, its a hose. Im trying to figure our what you reolaced. Can anyone say what he actually replaced. The wasgate a tuatoe is the top piece amd he was saying its below that.
I dont sorry but just ask your local part store for the year, make and model of your vehicle and ask them for the Lower intercooler hose. That's the name of the part and your part store or dealership will give you the exact part with part # included
@joshuarobinson2233 thank you kindly for the correction on that part but the hose that goes from turbo to intercooler it's directly under the bypass valve had to be replaced as well do to it being very soft.

did the map sensor throw the code?
It’s a turbo waste gate which blows of access pressure from the turbo. I might have to check mine out had changed everything else even the purge valve

There is a rubber diaphragm under the plastic piece that can tear
Is it the Turbo Bypass Valve Membrane Diaphragm you replaced ?

It's the turbo waste gate.
I will try this my car been in the shop for 2 months trying to get rid of this code. I replaced the Cat the O2 the Turbo and still there.
It could be also just be a air leak check all hoses to the intake manifold under it and there are a few sensors down there you might want to replace

My problem was the lower intercooler hose.
I'm looking up lower intercooler hose and that's not what it looks like you are referring to.
I'm seeing turbocharger diverter/bypass valve.

Was there any smoke from muffler or any hesitation when driving?
No smoke but lazy taking off and massive hesitation when pressing the gas pedal
