Yes you can use this in HO scale with the auto-Reverse relay . See my update using Option 2 at the website modeltrainsounds.com . Project 17

No. Only the Kit is available.. A simpler setup for small layouts is described at the website modeltrainsounds.com under Project 17. See Option #2

Yes using the accessory AC BUT you would need to convert the AC current to DC which can be done. See the website for more information.
