- What's worse than a traffic warden? A traffic warden that lies! This morning I was nearly ticketed by this traffic warden and her friend but moved my car just in time. I then noticed that they booth came in a van which they parked on DOUBLE YELLOW LINES!! As soon as I pointed that out to her, she immediately started filming me and started acting strangely arrogant and intimidating. I walked back to my office but I noticed that she was still recording. It was at that point I decided to start recording HER too. The following is what ensued thereafter. She started lying through her teeth that I was being threatening and that I was obstructing her. As I told her that the video is going to be on UA-cam, I have to live up to my promise isn't it!
I love how she tries to involve passers by to intimidate you. Nice one for standing your ground sir!
Are you serious!!! Fined for parking on a line? Wow, the UK is more petty and fucked up than I thought! Fines for TV licences, fines for not paying Housing tax, fines for videoing near some statues, fines, fines, fines! And Evictions by the bucket load! What a sad miserable country the UK has turned into.

I once had an issue with the local authority regarding my rent arrears, and the lady officer i[in charge of my case] said that she's gonna arranged for my children to be taking away from me so that I would be thrown on the street. I can't believe my ears, so to speak. We're being tormented physically, emotionally and mentally by the government that had once sworn to look after its peoples. Too bad, too bad!
@@nescafegoldblend3490 I applaud you I had a friend who was thrown out of his home due to the Bedroom Tax after his elderly Mum had passed away freeing up a room, my friend had a breakdown after she died because Doreen had raised Jamie alone after his Dad (for want of a better word) walked out on them 5 weeks after he was born and she never met anyone else giving Jamie everything for 18 years he only moved in with her when she became so ill in later life that she became so dependant on him, I clearly remember him saying to me as i picked him up the day he moved back in with her " She could have thrown me into a home like other parents do so they can have their old life back but she raised me on her own took me to school then went to work before picking me up and taking me home just to do it again the next day and the day after that Jamie wanted to keep the house he was raised in by his mum for the memories yet his pleas to pay off the arrears and keep his family home fell on deaf ears with the local council their reply ? " You're not the first and you certainly won't be the last" how can these people look themselves in the mirror I have a fabulous idea !!! If people are being evicted as a punishment for falling into debt due to being on benefits let Her Majesty invite some poor soul to move into Buckingham palace until they find other means of Accommodation as i hear the Palace have a few bedrooms they could rent out ??? It disgusts me that she said she felt threatened by you when YOU were perfectly calm and SHE was the one who was threatening. I am glad you took action. I cannot stand public sector workers who misbehave.I have been a public worker for over 20 year and it makes me made to see other behaving badly if I came across any our workers behaving this way I would id myself and ask the t go back to base. The public have a right to be treated with a level of professionalism. this lady do not have anywhere near a professional manner about her, she is a disgrace.

Although I already had a job I applied to be a parking enforcement officer for a laugh, on my day off I took their test scored 97%, at the interview she asked me "what would you do if someone spat in your face" , my answer was honest and not what she wanted to hear.

Any update on this beyond the letter you sent, any reply received? I had a similar experience with a CEO ticketing people parked on the street whilst buying lunch from Tesco but ignoring the marked car doing the same.
The fact they choose to be traffic wardens speaks volumes of the type of people they are,

WOW I just watched this video and realised it's the same warded I had a run in with six months ago, but I did not have the foresight to video it. Now i absolutely agree that this warden is out of control and has no idea of the consequences of here attitude to members of the public. I also feel this needs addressed as soon as possible I am 6'6 tall and 400lbs but and I might add I am very laid back JUST LIKE THE GENTELMAN IN THIS VIDEO! but this warden treated me like something she wiped of her shoe what happens when she talks to someone like she does that is not so laid back (non-aggressive) like myself and the gent filming this video SHE IS A DANGER TO HERSELF!

Re Complaint and Request for Information under the FOIA
I write to register a formal complaint against a parking warden (hereinafter 'CEO') and to request relevant associated information by way of FOI request. The CEO in question is identifiable as the main speaker from the video footage below. I do not know her name. She regularly operates in the Larkhill area of Blackburn.
Complaint:
The incident I raise complaint about occurred on 14/04/15 at Larkhill Health Centre. The video footage of this incident as filmed by me can be viewed at the following link:

I have concerns about the conduct, integrity, fairness and fitness of this CEO to perform public duties.
Background
The CEO and her colleague parked their van on double yellow lines whilst they issued parking contravention notices to other cars. I attempted to film this contravention on my camera. What followed was a surprisingly aggressive, provocative and intimidating reaction from the CEO. The CEO firstly attempted to obstruct me from filming their van still parked on double yellow lines, she held her own camera directly towards me, accused me of obstructing her exit and harassing her and threatened to report me to the police. It is clear from the footage that neither do I obstruct and neither do I harass the CEO.
I ask that you investigate the conduct of this CEO and share your findings with me. I specifically ask for your comments/ responses to the following material points:
a) Is it accepted that the CEO's van was parked on double yellow lines?
b) Is it unlawful for the public to film CEOs and their vans at work?
c) Did my filming constitute 'obstruction' as alleged by the CEO? Did my filming constitute harassment?
d) Can you confirm whether the recording taken by the CEO has been forwarded to the police as stated to me by the CEO? If so what was the outcome of their investigation.
e) Has the CEO's recording ever been reviewed by anyone within your offices and if so what was the outcome?
f) Can you supply me with a copy of the CEO's recording, preferably on a DVD.
g) Kindly provide me with the relevant policy documents and guidelines governing a CEOs use of their camera to record members of the public.
h) Confirm whether the actions of the CEO including filming me, obstructing me from filming their van, threatening to report me to the police and falsely accusing me of obstruction and harassment constituted abuse of authority and/ or fall outside the conduct rules applicable to CEOs. If so, can you confirm what disciplinary/ remedial action has been taken or will be taken against this CEO by those responsible for her supervision?
i) Can you say whether and if so how many complaints have been received about this particular CEO since her employment with BWDBC?
j) Can you say how many parking contravention notices have been issued by this CEO since her employment with BWDBC and of those how many have been the subject of appeal and how many of those appeals have been successful?
k) Would the CEO consider providing an apology for her conduct and / or tender her resignation?
Kindly note that requests f), g), i) and j) above are submitted as FOI requests under the FOIA.
The thuggish, gangster like and dishonest attitude of this CEO has caused me unspeakable anxiety and distress and has totally demolished my confidence in the traffic policing system. She plainly feels able to treat members of the public with utter contempt without any regard whatsoever for her position as a government employee or her responsibilities towards the public or indeed any fear of consequences.
I therefore urge you to investigate this complaint as urgently as possible. I look forward to hearing from you.

lilschnowyguy You misunderstood. He said "I was on the grass" meaning where he was standing when she said he was obstructing. She clearly stated at the start he was parked on a single yellow line, whereas her partner in the van was parked on double yellow lines. He was trying to show that they are hypocrites.

So the traffic warden is basically trying to say we can park on a yellow line, but you can't. There were over spaces where that van could have parked. Double standards at it's best.
I'm glad she didn't make it to be a real copper, it's the type of person that get's to be very scary and dangerous when in a position of authority.
There are many like her in the police. Look at some of the UK audits on here. High Wycombe Audit would be a good example!

In recent years there have been many traffic wardens caught issuing tickets incorrectly. I once met a taxi driver who was given a ticket because he was parked in a loading/unloading bay, while unloading stuff for his daughter's birthday party. Traffic warden said it wasn't her problem and he had to pay the fine. He appealed, and the court basically said the traffic warden was an idiot and she never should have given him the ticket. apparently she was notorious in that area. she once gave someone a ticket claiming they had parked at a junction of two roads, but the two roads were a mile apart and parallel!
One rule for one and a completely different rule for the rest.
I take it nothing came of this whole situation then, she said she was going to send her video to the police??

If I am correct, yellow lines that are broken, covered (even by leaves) or do not have a stop and start bar (to show where there begin and end) are invalid. I have contested these before and always had the fine revoked.

COMPLAINT REGARDING CIVIL ENFORCEMENT OFFICER
I write with reference to your e-mail of 3rd July in which you complain about the conduct of one of the Council’s Civil Enforcement Officers. You have asked for specific questions to be answered, some of which are submitted as Freedom of Information requests.
I can confirm that your complaint has now been investigated under Stage 1 of the Council’s Corporate Complaints Policy and this letter details the departmental response to each of your questions.
a) Is it accepted that the CEO's van was parked on double yellow lines?
The CEOs vehicle was parked within a private car park where there are yellow line markings. There is no Traffic Regulation Order for these lines and there are no notices for private enforcement detailing the terms of using the parking area, therefore the vehicle was not parked ‘illegally’ at the time the video was made. As can be seen below there are no restrictions within any of the parking areas in this location ( ).
b) Is it unlawful for the public to film CEOs and their vans at work?
There is nothing stopping people filming in public, unless someone actually offers an objection at the time of filming. The re-use of the footage however is a different matter. The owner of the footage cannot further distribute (including uploading to social media) without the consent of those in it. This is personal data under the Data Protection Act 1998. In accordance with Data Protection legislation consent should be obtained from any individual who is the focus of a video recording in order to process his/her personal data fairly.
c) Did my filming constitute 'obstruction' as alleged by the CEO? Did my filming constitute harassment?
The CEO expressed concern at being filmed but has chosen not to take this any further, therefore it is considered that no harassment in this case occurred.
d) Can you confirm whether the recording taken by the CEO has been forwarded to the police as stated to me by the CEO? If so what was the outcome of their investigation.
No, the recording has not been forwarded to the Police.
e) Has the CEO's recording ever been reviewed by anyone within your offices and if so what was the outcome?
The footage has been viewed by their line manager and it was felt that, in the circumstances, the CEO acted appropriately
f) Can you supply me with a copy of the CEO's recording, preferably on a DVD.
Yes we can, however there is a charge of £10. If you wish to proceed with this then you can collect the CD from the Town Hall.
g) Kindly provide me with the relevant policy documents and guidelines governing a CEOs use of their camera to record members of the public.
Blackburn with Darwen Borough Council’s Fair Processing Notice regarding the use of Body Worn Video Devices by Council Officers is still currently at pre-policy draft stage which requires approval. We can disclose this once it has been approved.
h) Confirm whether the actions of the CEO including filming me, obstructing me from filming their van, threatening to report me to the police and falsely accusing me of obstruction and harassment constituted abuse of authority and/ or fall outside the conduct rules applicable to CEOs. If so, can you confirm what disciplinary/ remedial action has been taken or will be taken against this CEO by those responsible for her supervision?
See response to question e). It was felt that the CEO acted appropriately given the nature of the situation.
i) Can you say whether and if so how many complaints have been received about this particular CEO since her employment with BWDBC?
We cannot provide this information.
j) Can you say how many parking contravention notices have been issued by this CEO since her employment with BWDBC and of those how many have been the subject of appeal and how many of those appeals have been successful?
Unfortunately due to the time restrictions on providing the exact information requested, 3 months data took 4 hours and there is still another 11 years to review, therefore I will provide the total number of PCNs issued by DB12 between 01/10/2004 - 01/07/2015 (inclusive) and of those how many have been cancelled for any reason, please note that not all of these will have been challenged.

MOT Test centre? No Council is responsible for MOT testing. Garages are all independent and fully certified before they can test for the government. They are also regularly visited.
Theweescot Blackburn council have there own MOT test centre on davy field road. Most council's have test centre's.

Seems to be a nice little earner, for a HGV they charge around £150 for a test and another £50 for a retest if you fail. Not sure about the price on cars.
