USPS suspends mail delivery to Florida neighborhood with sandpit streets

  • When Luann Barker and her husband moved to Citrus County three years ago, they traded the beaches of South Florida for a different kind of beach outside their front door. They live in Inverness Village 4, a Citrus County neighborhood that was somehow built with no drainage system. Years of erosion have turned roads that were never paved into deeply scarred sand pits. It’s so bad that neighbors in Inverness Village 4 just lost another modern convenience: mail delivery. In a May 3 letter to neighbors, the U.S. Postal Service described the roads as impassable.

      IKR ? My mailbox is 200 yards down our dirt/sand road at the main ( also ) dirt road , nothing unusual about it, its part and parcel of living in a rural community and nothing new , both dirt roads were there and we knew that when we bought our land - frankly i dont see what the supposed huge issue here is .

      @@mikebryant614 What was on the plans when the proper was sold is the ruling item. This development was approved by some group in the government. Since the PO was serving that area already that shouts it is PUBLIC street as grouping of boxes is required at the entry to private roads and seen everywhere around the country.

    In many places it's customary for the municipality or county to withhold occupancy permits until the drainage is installed and the roads are completed.

    I have NO SYMPATHY for the homeowners. It's a private road. Cities will not take over roads unless they are built to code. These people bought here knowing these roads weren't paved.

      Ever go to tour a development? Most developers are on the level but there are some that give all of them the bad reputation. They're convincing and they make it sounds like it's all going to be going in next month, in 3 months, after the rainy season or whatever. Once they've got your money, it's all excuse after excuse and finally their LLC files for bankruptcy and they turn off the phones.
      I've never been conned that way but I've read plenty of news stories about people who have been conned and it's always a variation of the same song.

      @@GrainneDhub-ll6vw I totally get what you are saying but if you dont at least get it in writing as a firm plan / commitment, in my opinion it's still on the Buyer. You have to assume that the Seller / Developer is going to tell you / promise you anything to make the Sale, even if they know its 100% BS from the get go,so if you dont insist on written garauntee of some kind then thats on you and you dont have much legal standing. " They told me" usually does not fare well in a Court of Law, as the counter argument is " No we didnt" and without anything on paper , its a draw.And draws dont win court cases.

      @@mikebryant614 even when you get it on paper, when the LLC files for bankruptcy, what you'e got is a worthless piece of paper that is in the lowest category of category of priorities with the court. Those conmen developers have figured out the Art of the Con, that's for sure.

    No HOA mentioned so it was a developer who is responsible, BUT most likely as building codes in FL are pretty specific everywhere the properties were sold with roads appearing on the plans and developer took the money.

    It's a PRIVATE road. That means it is the responsibility of the home OWNERS and DEVELOPER. The county has no responsibility.

      @@vulcan2882 READ the letter at 1:39. "Due to the condition of the PRIVATE roads in the area . . . . ". AND it goes on to state the PO is placing a central box set (on a concrete pad) at the closest PUBLIC intersection and will provide a key. What more do you want them to do?

      @@Bigrignohio .. ok, I just saw that. Now here's the thing, the post office can not make any road a private road just by saying that. It's up to the count city/township/neighborhood to do that. The post office can not. I have a friend who lives on a private road and that was done by the people who live on it to stop all the traffic going up and down it day and night.

      Typically communities are required to build the roads and then deeded them over to the government. I’m not sure what the deal here was supposed to be.

      @@vulcan2882 The developer created the road as a private road as they built the development. As @neilkurzman4907 stated they then can possibly turn it over to the local government IF THE GOV ACCEPTS IT. But they don't HAVE to turn it over (and some HOAs do not) and the government does not have to accept it (if the expense/liability/etc is too much).
      Typically IF they want to turn it over it has to be at an acceptable level of construction first. So drainage, grading, pavement, road markings, signage. This "road" has none of that.

      They bought lots. Then homes were built… so many places are sold like that in Fl. Developer dropped the ball or some type of shenanigans happened.

      This is not a common but not a rare situation with developments. The developer sells homes in unfinished developments, promising that the unfinished parts of the development (like roads, recreational areas, etc) will be finished in 3 months, by the end of the summer, by the end of the year or whatever. They may even offer a little "discount" on the house price for the inconvenience of the wait (sucker bait). The promised deadline arrives, the promises aren't fulfilled and the homeowners get excuses, excuses, excuses. Then the developer's LLC (usually) files for bankruptcy, turns off the phones and the homeowners realise they've been suckered.
      Most developers are on the level but there are enough of a rotten minority to give all of them a bad reputation.

      There are some nice houses between Citrus Hills and Independence plus its close to town.
      This development is a nightmare, you need a 4x4 and a airboat to get to your house...

      Same for busy highways and interstates. I grew up next to one and they put a sound barrier along the highway and the adjacent neighborhoods are nearly silent, but the sound gets displaced several blocks away.

      Because builders own city governments. The people couldn't imagine the roads would NEVER be paved. I'd bet they were told roads would be paved when construction ended. All the city commissars do is take bows for "unprecedented growth." Anybody. ANYBODY who thinks governments are here to serve the people needs serious psychiatric help.

      @@richardfabacher3705 In most developments the utilities go in first, then the curbs and sidewalks and then asphalt or concrete roads. If you build on a dirt road, it will most likely stay unpaved. You're lucky to have sanitary sewers, potable water and electric power in a neighborhood like that. Where I live it's a chip seal gravel road with ditches, septic systems and water wells. We have a small MUD, but we prefer a well. And we have broadband data and fire hydrants. But no HOA.

    Sadly this is nothing new. Back in 2002 we lived in rural Clay County on an unmaintained road. We received notification from the local post office that we had maintain the approach to our mailbox or face suspension. So I put some limerock dirt out and graded it as best I could. I also created a drag to pull behind my pickup to help keep the sand road somewhat better. The mail delivery was done by a contract deliverer who drove a 4-wheel drive, but after heavy storms the road was underwater for days.

    The gravel roads in my area are in better shape and USPS never delivered for the area.
    UPS and FedEx do.
    Normally roads and drainage are in place FIRST, then housing is built.
    Got what you paid for!

    People buy homes on non paved roads for lower property tax. If they get majority approval of property owners and willing to pay the construction of the roads, maybe the county will install roads.

    In my state the infrastructure meaning stormwater drainage, sanitary sewers, municipal water underground electrical service, and cable TV must be installed before house one is built. If you don't have the government, city, municipal authority looking out for this kind of stuff before they issue a building permit, you need new leadership.

    Not very smart Florida. In California when a builder pulls permits for a home tract
    the first thing to go in is storm sewers, streets, fire hydrants all paid for by the
    builder THEN he can begin building the homes. These days all electrical has to go underground. If you dont do it this way the builders will not and local gov will be stuck
    with the bill to complete infrastructure.

      @@averageamericangirl6819 that is not what causes sinkholes. Sinkholes form when underground caves collapse. This happens when the water table drops and they are no longer able to support the ground above. That area is not prone to sinkholes but the county south of it is (Hernando)

    I used a short cut next to this development and the potholes/ravines were 3rd world. The houses looked decent enough but, you need a 4x4 to get to them and a boat when it rains.
    Citrus County lost a big chunk of tax revenue when FPL closed the nuclear power plant.
    Fun Fact; Citrus Co is also known as,
    "Gods waiting room."

    Where I live in Florida there are still roads that aren’t paved. Neighbors on one of those roads decided to pool their money and have the road paved. End of the problem.

    Looks like the homeowners need to contract for enough base material and compact it and install swales with culverts for each driveway. That is for starters. They knew what they were getting. Stop the crying and open up your wallets.

    I can't see how this happened. Were the roads passable like a normal dirt road would be but the original road material has washed away and all that is left is sand? Florida has had a laissez faire approach to enforcing building codes, but following Hurricane Andrew it seemed like they became a little more serious about building codes. Did city building inspectors really pass the construction of the roads in this development? Maybe the city's idea was that the roads were on private property and the people building the roads could do what they wanted?

    It's a private road, the municipality or county does not own roadway right away. Without legal right of way the municipality or county has no legal right to even build a road.

    now the road are pathetic but the post office action even more so. they go out in the everglades to deliver mail.. the post office should maybe complain to the city but not suspend mail delivery to ppl that have no control

      I think it's even more ridiculous that you have no clue how government works 😂. This is not a state issue, this is a bankrupt developer issue. The state and the county have no business building private roads, that would lead to abuses like billionaires getting free roads from the state on their properties. Don't buy property on private roads if you don't want to pay to maintain them, it's literally in the deed when you sign it.

    I’m surprised that they got their mail delivered in the first place and not into one of those community mailboxes, it’s a cheap enough fix if anything that’s what they should be pushing for at those town meetings. Also what the hell happened with the developers and that road?! I’ve been down many a janky dirt road but that would be absolutely impassable in something like a compact or a sports car that’s low to the ground, never mind in the rain. And doesn’t the Bible have a warning about building one’s house in the sand?

      These are private roads, not the government's responsibility to maintain them. They signed a deed telling them that when they bought their properties. Personal accountability has disappeared in our country. Fly by night developers are also to blame in this

    I install NDCBUs as a function of my employment, and that's what the neighborhood/builder should have to purchase. This sucks, and I guarantee it didn't get cut off until after a Grumman LLV or Mercedes Metris RHD van got stuck, most likely the Metris, I never got an LLV stuck in the 12 years I was a carrier. The developer sucks here, not the USPS. This is not the official opinion of the postal service.

    everyone has already chimed in that it was unwise for people to move to a neighborhood without a paved road in the first place. So I'm gonna add something else.
    THE USPS IS MORE THAN 200 YEARS OLD. So calling it a "Modern Convenience" is inaccurate.

    People want unincorporated taxes but this is the end result. I know street in my town one side is City the street is paved ane maintained the other is county. theres a huge drop off to a dirt road with Craters and it looks like the Amazon when it rains.

    could it also be in part the horrible leadership of USPS Dejoy and his desire to destroy that system? and coming from rural mud country, clustered boxes right near the entrances but still on pavement. nothing new. it's not as convenient but neither is getting your delivery truck stuck, delaying all the mail for everyone else who lives down the route
