if we take optimal strenght = 3.59 , N comes 7.2 . Meaning N = 7 or 8 is optimal. For 3 inv ( N = 7 ) , delay is around 35.09. If we don't want inversion , buffer length of 4 gives better result as its obtained for optimal strength = 3.59 and it being 4 is approximation.
when we add 4 inverters, we get a delay of 35.29 < 35.85(delay i got using 2 inverters)
