But Naruto was trying not to hurt Sasuke in this fight reason it looked like Sasuke had the upper hand for most of it, the only time Naruto hit Sasuke directly was when he threw him against the wall and after their chakra was depleted cause that was his goal. Many miss this, but if you recall when he met him after he killed Danzo, he told Sasuke "When the time comes, throw all your hate at me, I will bear it cause I am the only one who can" kind of the same strategy he used for the Cloud Ninja Karui, who driven by hate for Sasuke wanted revenge so he asked her to take it out on him. SO basically, he strategy was to "allow" Sasuke take it all out on him reason he was not "attacking" and said "this is not the fight I want with you".
If Naruto went into that fight with the intention of killing Sasuke, Sasuke would be dead in the first 5 to 10 mins. Naruto here was too OP, watch the Kaguya fight he was the only one capable to going toe to toe with Kaguya, Sasuke was mainly support. Even when they fought, even though he had no intention of killing him and him not using 30% of his power since he never uses any of the other tailed beasts chakra neither does he utilise the truthseeker orbs effectively, Sasuke needed to absorb tailed beast chakra and still Naruto was able to match him with out intent to kill!
