Before approaching the University supervisors did you go through the process of recognising your foreign qualifications like Evaluation of the Bachelor degree and masters?
It doesn't really matter what program you did in your master's. You have to follow the procedure I shared in the video. All you have to do is find a Professor willing to supervise your PhD.

First, PhD in Germany is tuition free and you can work part time alongside your studies. You can also apply for DAAD scholarship.

Unless it is specified by the graduate school of the university you are applying to, it is not always a requirement for PhDs in Germany.
