is there a way to customize the RGB color of the reticle in-game? I looked at the reflexreticle pngs in the files and they're all colored white, in-game they're red, but in this video the reticles are green..

It uses GZDoom's built-in crosshair color setting. You can change it either in the HUD Options menu, or with the crosshaircolor console command.
