The way the game works is that the map is divided into building areas, like for example in america, every state is such an area. Every area has a limited number of slots to build factories on. But every area like this is divided into smaller areas for troop movement, fighting and other military stuff. Every larger area can only have one owner, the one who gets all the factory output in that area. The owner of the local capital gets it normally. Now when 2 different countries attack another one, and one occupies the capital of that bigger area, while the other country only holds normal smaller areas, the control of the entire state gets transferred to the holder of the capital once no smaller areas belong to the enemy
