You nailed Ultimate Villager's struggles on the head: he is a SSB4 character put into the wrong game. Fundamentally, he is the exact same character as he in SSB4, but his toolkit simply doesn't fit into Ultimate's engine. Feel this way to a lesser extent to other neutral game based characters like Duck Hunt as well, but Villager is a far more egregious example due to the way his moveset is designed. Ranai, his undisputed best player in SSB4, long since retired from competitive Smash (since late 2017) certainly doesn't help matters either.
Yeah, plenty of characters could’ve used some new attacks to switch things up going into ultimate, ALOT of the base roster characters literally feel BARE BONES compared to the DLC.

I mean look at link, even with two other incarnations of the hero in the game to preserve his old moveset, The devs STILL chose not to change him too much. Another of Ult's forgotten characters, regularly seen as Low Tier or even one of the worst in some extreme cases, and that's a shame. He's pretty straight-forward with defined strengths and weakness in a game with so much spicy, BS factor that doesn't draw many eyes to him similar to Lucina. With the meta being pushed towards wild punish games, it's unlikely Villy isn't gaining any strong reps soon and IMO he doesn't deserve this overlooked reputation since he's got plenty of solid tools in his gameplan like DA, D-Smash, Nair, Slingshot, Lloid , Timber, etc Maybe one day that will change, there are so many characters people aren't trying hard enough with, but I'm not holding my breath.

If your opponent has a reflector, you will have to nair them to death. 2. His disadvantage is kinda bad, sure his recovery is good enough no he doesn't die at 20, but so many of his tools don't work in disadvantage and because of his stats he stays in it forever. 3. He can struggle to kill if he doesn't find an edguard. His best kill move is probably axe but it's not always available. Otherwise F smash is great but not in neutral, upsmash is bad and down smash has no knockback. For a character that already doesn't have may ko opportunities outside of slongshot/bowling edguard it's very hard to kill above 130. Otherwise Villager has a very good neutral and a very solid and cheesy advantage state, but he's a bit too honest otherwise and gets overwhelmed by top tiers.

Villager is at his best when he can successfully wall out his oponent with slingshot and can set up a loyd rocket to create very deadly mixups, but he can't set up at all in disadvantage and he doesn't threaten a reversal at all, meaning its opponent doesn't have to respect him. I agree that villager has amazing buttons up close, especially nair, but his below average stats and low gravity makes his threat range minuscule, which makes his approaches quite predictable. He does because of that, rely on his projectile to apply pressure, have any semblance of a punish game and rack up damage. In matchups where you can't reliably use slingshot and can't use bowling ball, pocket, loyd or tree at all, his kit kinda falls apart.

Try using them more proactively rather than reactively and they demand respect. Nair alone is good disadv and pocket as a mix up as well. Lloyd counter is also strong as a mix up. Villager is at his best when he is playing offensively. His low gravity is a result of his playerbase, not him as a character. Watch Ranai. He holds his own as a player because he knows he's playing a strong CQC fighter with nice mid range tools.

And villager has a bottom 20 gravity and fall speed, of course you need to use fast fall mixups a lot when playing him but that doesn't change the fact that he can't move as fast than most characters and that his movement is more reactable. Seriously even little mac has a higher gravity. He also has a bottom 30 air acceleration and is in the bottom 25 in all other stats. And yes, I know that villager is a proactive agressive character, it doesn't change the fact that his boxing tools are much harder to use when not complemented by his set of special. And Ranai hasn't been a relevant player since smash 4
I play a pretty aggressive Villager. Very defensive but with alot of rushing. I think that's when the character shines. Hanging back and just trying to punish the opponent after moves seems lazy. Gotta get in there, spot dodge that attack and ax them to DEATH! LOL
LarryLurr beating CaptainAwsum at EVO will always be the most notable and iconic moment for this character...getting camped and put in his place. I know I know, no hate to Ranai he was sick and that Zero vs Ranai match was cool in Sm4sh, but still that moment in EVO is Villager's defining notable moment in Smash history.

Fundamentally he's stronger. Has better specials and edgeguarding but is not played by Ranai. Lol
He's better than Isabelle in every way and i think him hanging out with Doomguy would be interesting.
