Great story, Jay is a incredible storyteller, he set the stage perfect. These are stories not just jokes, don't expect one big punchline at the very end of every story.
The only reason why people are expecting a big punch line at the end of the story is because - as a result of his timing, pacing and voice inflections - he built it up as if there were a big punch line at the end of the story. Not to mention, the minor jokes were really not funny. I would have to rewind the entire video to pinpoint when it was that he told a joke.

Besides what Kathy points out, Story "A" establishes the setting/context because it was easy to get away with shit in the 90s...when people didn't have the internet in their pockets, plus the girl suspecting shenanigans, but not caring shows runs through story "B"...local boy blatantly colludes with passerby to win contest, blatantly lies when asked about it, admits it to everyone's irritation minutes after and is even too young for contest, so they use the passerby *that helped him cheat* put her info on the release forms instead... like, damn, kids...age of retard presidents for sure.

Coming from Boston i can say its easier to be an asshole and just say whats on your mind when you have a bunch of similar people around you... I went from being kind of a nice person to not really giving a shit and just doing what i do without worrying... and its not all people but typically people with an east coast accent you can count on for good stories because those are the people they are around!
